Show latest tweet on all pages #6883

We have a significant audience of site users who we could show our tweets to if we showed them on all pages of the site.

The editable banner message could be used to similar effect.

Moved to mysociety/alaveteli as we'd implement this for anyone that has TWITTER_USERNAME enabled.

I'm not sure we'd show it on all pages, but +1 to the sentiment. We'd need to figure out where we actually show this on the pages where it is rendered. Perhaps a pre-footer section?
