Ability to mark requests abandoned #7067

Extracted from https://github.com/mysociety/alaveteli-professional/issues/233

Under "Things to do today" on my pro user dashboard I have "17 requests are long overdue".

These are requests I've abandoned; and their state is going to remain "overdue".

So this is a proposal for a feature enabling requests to be marked abandoned and not have them appear in the "things to do.." list.

+1 I'm being prompted to send an internal review to the test Quango for a 2016 request. It'd be much too late to chase this request if it had been made to a real authority.

I've taken a look at some of the "long overdue" threads on my account.

To clarify this isn't a proposal to change what's shown on the public page for these requests, there they should remain "long overdue" eg.

https://www.whatdotheyknow.com/request/nhs_england_midlands_and_east_re

it's a desire to take them out of the "Things to do today" section of the dashboard.

This is a distinct issue to that at https://github.com/mysociety/alaveteli/issues/6441 which includes a proposal to broaden the scope of the "withdrawn" classification to include "abandoned". I wouldn't want to see requests which have not received a response from the authority be flagged as "abandoned", "long overdue" is better where the authority is at fault for not replying.

Perhaps the solution might be to exclude threads on which the there has been no activity for say six months from "Things to do today"? That would effectively be automatically determining threads as abandoned without needing to mark them as such.
