Actually I think we'd encourage requests for non-environmental requests to that body too.
I would suggest this would be a good default option to use on WhatDoTheyKnow
One of the early principles on WhatDoTheyKnow was to behave assuming the law was as we'd like it to be. The state of the law shouldn't significantly impact the way the site runs.
Users shouldn't have to consider which laws might apply to their requests. (Though some users might want to, especially those getting into challenging refusals).
