Migrate from Sprockets to Propshaft #7808

Might be able to switch to https://github.com/rails/propshaft. This looks like it might be the default in Rails 8.

Bumping to Sprockets 4 is not viable as this introduces Sprockets::DoubleLinkError which prevents multiple files with the same output path which is exactly how our themes work
