What does this do?

Update excel suspected problem detection

  1. Add specs
  2. Fix run callback for single hits
  3. Run callback for errors
  4. Ignore external_links when there are no other criteria

Why was this needed?

Allow WDTK theme code to hide spreadsheets which contain hidden data. These updates allow us to hide spreadsheets based on out current understanding of the issue.
