Add stylesheets to implement new look and feel #12

Create stylesheets from Jed's designs for the new Alaveteli look and feel, similar to the work done on https://github.com/mysociety/whatdotheyknow-theme/issues/128 for WDTK. Can reuse some code already committed to https://github.com/mysociety/alaveteli/tree/feature/redesign-prep-rebased and https://github.com/mysociety/whatdotheyknow-theme/tree/redesign

Basic style done in https://github.com/mysociety/alavetelitheme/pull/14. Needs a few things:

[x] Set font from mockups (#15)
[x] Language switcher icon (#16)
[x] Link icon (#17)
[x] Adjust general button height and alignment once font finalized
[x] Less rough Alaveteli logo? (#18)
[x] Success/fail/pending colours and icons (#19)
[x] IE7 fix logged_in_links alignment
[x] IE7 missing footer logo
[x] IE7 and IE8 button heights and alignment once font is finalized.

Some of these could use some designer time
