Started PR at https://github.com/mysociety/annual-report/pull/53 - 2014-17 is fine, but 2018-19 use gtag and there's no way to get the same functionality there that I can see. So:

[ ] Decide what to do about 2018/9 - switch back to ga() if no reason to use gtag?
[ ] Decide what to do about property IDs - they all have their own apart from 2016 and 2017 which share one. Any reason they can't all use the same one?

All done now! #54 merged, and deployed to all 6 annual report vhosts.
