Switch to Dart Sass #67

We're still using Ruby Sass, which has long been deprecated.

The easiest solution might be installing https://packages.debian.org/bullseye/web/sassc ? We use sassc on FMS and is fine. Okay, is also now deprecated but really, what new things does dart have, eh. (Doesn't help with local dev though, but I think given dart or libsass has no install instructions beyond "download this file and stick it on your PATH" anyway... (https://github.com/sass/dart-sass/issues/1164 sigh) There is sassc-ruby too.)
