Set up Scorecards staging site #527

Much easier to do all the testing etc on a staging site.

Should be able to dump and import the live database as a starting point.

There is a scorecards-staging branch in the servers repo which should have all the bits required for this.

It's deployed; everything redirects to /down/ though; not sure if this is a problem or if that's a known thing that someone can just fix easily.

It needs a login to view the site, otherwise it redirects to /down/ so I'd consider this done.
