Update “draft” methodology, so it’s no longer “draft”

Will involve:

• incorporating some new question metadata from the Methodology spreadsheet (there’s a shortcut to the spreadsheet here – changes to the spreadsheet are all commented and highlighted in red)
• tweaks to text content on the current page
• some brand new text around FOI handling
• find and replace for “draft methodology” -> “methodology”

CEUK can likely start on the text content for the second and third bullet points in early September.

Would be good to get this deployed before scorecards launch.
