[scorecards] evidence links not loading if there is a council set on the sections page #595

If you select a council from the "show questions for" section then the "how is this marked" expander should show the evidence links. If you have selected a council type then probably should not show the evidence links.

It's not clear what to do if you select a council type and a comparison council.
