New page to show council rankings per question

New QuestionView to display council ranking per question (only one council type at a time, just like the homepage).
Modify question-content-table-cell.html to link to the new Question page from the tables on the Council or Section pages.
Better differentiate PlanQuestion.code from pretty_code.

Plus a few small fixes to things I noticed along the way.
