Plan a 12- or 6-monthly email blast to council climate officers, asking for updates to the data on CAPE

We already have a semi-regular (monthly?) email to council officers, so maybe this is really just about earmarking one edition of that, every few months, to be completely dedicated to a big push around contributing data updates?
