Some national data questions assign negative points. This is hopefully being handled by just assigning negative points in the national data spreadsheet but the marking code will need to ignore these questions when creating max section totals.
If it can't be handled in the spreadsheet then the marking code may need to handle it by removing a %age of the section total from the section score.
Things to do:
[x] create a negative marking question type
[x] ignore this when creating section totals
If we have to do the mark subtraction in the export:
[x] skip negative mark questions when adding up total
[x] if one is present then calculate the score to subtract based on a percentage of the maximum score for that section
[x] subtract that from the mark
[x] Need some way to record this in the output
