Add way to indicate changes/updates to a previous answer for next year #137

This might be a notes field or a way to indicate the mark has changed since last year.

This is to enable markers in the following year to see data that has come to light since last time and take it into account in the new mark.

Exact mechanism to be determined after discussion with CEUK.
