Somehow problems that are re-moderated can change the public_reporter_name

It appears that what happened was:

problem was initially public with public name
problem was "made private" by the moderator clicking keep private
problem then had a public name but private status - I've raised an issue to stop this happening: #1181
moderator realised that they didn't want to click keep private and went back to click publish
problem didn't change back to public because they can't do that
moderator thought private should also have private name, so manually redacted the name.

The key things are:

no data that wasn't already public was made public
it was never intended to allow moderators to make things "more public", hence why they couldn't correct their mistake
