Display a list of contracts #1

A list of contracts on the homepage, from UK Contract Finder.

For each contract:

[x] contract title
[x] awarding body (local authority)
[x] total cost
[ ] total emissions (if we have that data)
[x] total contract length
[x] time until contract ends
[ ] number of renewals/extensions available

Don’t mind what the contracts are sorted by.

We mostly have a list of contracts in place. Emissions display will be handled by https://github.com/mysociety/contract-countdown/issues/37. Renewals/extensions available was a nice-to-have, happy to drop it for now, and reintroduce later if it comes up as a priority in testing.
