Allow users to define their own area for alerts #327

A user wishes to subscribe to alerts within their community council, for which we don't have the boundary. If you could draw the area you wanted on a map (advanced use if what we offer isn't enough), that would enable this.

I live on an estuary coast ... I also get reports from the other side of the estuary, which seems local when measured directly but which is definitely not local to me. It would be really useful if I could opt out of certain areas on my local map.

As a parish councillor ideally I would like local reports based not only on post codes but by administrative areas within :- Parish council boundary District council ward boundary District council sub devision

Presumably you told them /alert does have district council ward boundaries (not sure what a subdivision is, but if it's a group of wards they could sign up for all those wards, they'd only get the one email). Parish - there's no reason we couldn't include this, perhaps we didn't have parish boundaries at the time? Though I think we did. I guess we just thought it made it slightly more confusing, but we do have that data and it is possible to sign someone up manually if they ask.

Related, but not identical:

There's a chap in our area who seems to love reporting pavement parking ... I'd love to be able to filter out, or perhaps filter in, different categories of alerts that are sent out. That would allow me to focus on areas I'm interested in and ignore alerts I don't want to see.

please can you make it possible to select a smaller area for alerts? [...] I suppose the ideal for a dense city area is the exact postcode, maybe with a border of 50-100m around it.
