Make translations on Transifex "FreeForAll" or respond to team creation requests #382

There are currently two pending requests for the creation of language teams on Transifex (German and Norwegian). Access control is setup so that nobody can translate before a team has been created and members assigned to the team. The German request seems to be more than three months old.

I suggest you relax the access restrictions and choose the FreeForAll level where all Transifex members can contribute. Remember that you'll still have to import translations into the git repository and can check them then, and you can always revert to stronger access restrictions.

Either that, or you respond to the team creation requests (you'd probably be wise adding more managers, I propose "Pere") within a few days instead of months. The way it is now, you'll hardly get more translators or translations than you already have.

Sorry, I thought that pere was already a coordinator of both of the Norwegian languages, so could approve requests, but in fact that was only for one of them. I've approved your request now. I also approved the outstanding request for de_DE, although in that case I had previously contacted the volunteer via Transifex to explain that the situation with de_DE is currently a bit difficult (since we may have a nearly complete Hochdeutsch translation ready to merge soon) but never heard back from that volunteer.

ll leave this issue open, however, since you're quite correct that we do need to work out a better process for dealing with Transifex contributor requests.
