Added an extra commit to take the text in the missed report status section from the config, rather than from the latest update.

Should fix https://github.com/mysociety/societyworks/issues/4444 and https://github.com/mysociety/societyworks/issues/4450

Have abandoned the code changes for pulling the status text from config. Just going with an amended text change for now.
