Left column footer moves with page, does not stay anchored #597

On http://www.fixmystreet.com/report/395814 the footer at the bottom of the left column is in the correct place when page is loaded, but then does not stay at the bottom of the window when the page is scrolled.

Seen in Chrome Version 30.0.1599.69, on Mac OS 10.9. Safari worked as expected.

I've submitted https://code.google.com/p/chromium/issues/detail?id=311513 , it's also okay in Firefox and Opera. I'm not sure if our code is doing something "wrong" in some way, or if we could adjust how we display it to work around, I'll have a play.

Eventually worked around in 7c9e4b1. Sidebar notes now appear like post-its on top of the main content div rather than under, but whatever, it's fine, whilst this is quite annoying.

User tested before & after and they preferred the 'post-it' note to the note underneath style, so that's all to the good!

For the record, this bug was in Chrome and is fixed in Chrome 31.
