Change Chelmsford to a city council #682

Requested by them, and by a user - they received city status last year.

I have updated mapit - http://mapit.mysociety.org/area/2314.html - and this will percolate through to FixMyStreet as and when caching expires (caching is quite heavy for mapit results because it's used so much, but it will update at some point).

Actually, there was a body name in FixMyStreet to update too, whoops. Done, and is changed on site now!
