Use OS Locator for locations #73

OS Locator is a dataset of all streets in GB, split by council and area. Example rows: :A18:480186:410032:473919:480863:409833:410051:Belton:North Lincolnshire:North Lincolnshire:SE81SW:SE81:Roads LITTLEDALE ROAD::354144:461680:353315:356552:461614:464548:Caton with Littledale:Lancashire County:Lancaster District:SD56SW:SD56:Roads

This could be used in geocoding, for places where Bing appears to have trouble (e.g. Brookside, Bromley). It could also be used elsewhere, perhaps, if useful?

OS have released "OS Open Names" which includes roads, postcodes, and settlements in one place, not sure if it has any more road data than Locator though.
