Steam railway stations not the responsibility of PTEs #311

Steam railway stations are sometimes (?always) classified as Tram/Metro - as such, if they're in an area covered by a PTE, we send problem reports to the PTE. Seems unlikely that PTEs run many steam railways.

Feedback from Tom:

When I click on any of the stops on the East Lancs Railway (e.g. Ramsbottom) to make a comment, the comment looks like it is to be sent to Transport for Greater Manchester, whereas the East Lancs Railway is entirely independent of them.

You can now set the operator of any type of stop area in the admin interface. I've set the East Lancs Railway station operators.
