Additional options to resolve issues #553

I don't know how feasible this is but we currently have two options for issues. Either Current or Fixed. Some issues are not going to be easily Fixed but they could have an additional option for Answered.

Additional ones could be Awaiting more information from user, awaiting more experience of the service, awaiting response from [operator].

I am looking at a similar system to how they run Whatdotheyknow and show how each FoI is looking. This might roll into the tagging suggestions that have been put forward.

The WDTK system is to only have a relatively few statuses even if they don't completely partition the possibilities. Even then users sometimes get them wrong - though how often that's semi-deliberate I don't know.

Some examples of issues that perhaps could do with alternate statuses: http://www.fixmytransport.com/campaigns/stop-trains-leaving-early - I've given up on this as it would be very hard to get anywhere. Definitely not "fixed" though. http://www.fixmytransport.com/problems/2992 - I guess "Fixed" is good enough for this one, but I'm can't be sure that it's fixed. http://www.fixmytransport.com/problems/591 - this one is no longer relevant since there's an entirely new concourse. Again I guess "Fixed" would be ok.
