Add a button to the action panel to email contacts not from assignments or responsibilities #567

If an incoming message comes from a new source (ie. not an expert write-to suggestion or a recipient of the initial problem report), it gets a "reply to this message" button on the incoming message itself, but it doesn't get a button in the action panel. Perhaps it should...
