I was looking at the document Myf had produced and noticed that we seem to not have a very obvious 'help' page especially when compared to other mySociety sites - WTT, WDTK and FMS.
I think this could be a crucial point that we should look at rather urgently, rather than use overlays.

We could personalise some of the Help pages or offer expandable boxes with text in on the page to help users through the process.
