improve clarity of ownership of the site #669

This was an issue in the usability tests:

   Several participants assumed that the site was run by an
   operator or the government.  (Only one, who already knew
   mySociety from other sites, really understood this.)

   The easiest tweak to fix this is probably:

     - Include the word "indepedent" prominently in the
       description of the site on each page (at the top).
       "Britain's indepedent public transport problem
       reporter"?

(Peter suggested that this should be "issue reporter" instead of "problem reporter".)
