disable the zoom in / out buttons when at max / min zoom #671

This caused some confusion in the usability tests:

       The appearance of the "zoom-in" button on maps should
       appear disabled if you're at maximum zoom, and
       similarly if you're at the artificially imposed
       minimum zoom.
