stop list could show stops from a wider area than the map #678

Suggested by Peter - if people can't find the stop on a map, and we know there's a problem with the map starting too zoomed in (issue #667) perhaps we should include all stops within an additional 5 mile radius in the stop list.

What I would limit this to is railway stations and ferry ports, otherwise we make it a very long list of Bus Stops.
