Campaign page does not show problem report sent when contact address is supplied later via the admin interface #685

In the case where we don't initially have a contact email address for the operator of a transport location, but one is later added through the admin interface, if the issue is a campaign, although a problem report email is sent, the campaign page does not reflect this. There should be a call to problem.update_assignments or similar to update the "write-to-transport-organization" assignment with complete status.
