Status of campaigns and one-off reports #706

Add a mechanism to allow users (or admins) to classify the status of campaigns and one-off reports - e.g. waiting for a message, received an auto-reply, received a substantive response etc.

This would allow FMT analyse whether operators were responding, and would also allow people to be alerted to of view campaigns which had received substantive responses.
