Report a problem on a bus route although a user initially has selected a stop #707

A number of improvements have been made in the way users select issues on FMT.

The one place I think users may still slip up is that if they mistakenly go down the 'stop' to report a problem (perhaps because they think "Report your problem with a stop" just relates to how you specify the location, and not that it has a profound effect on who this issue is reported to - I realise the text below helps but it is easy just to make an assumption and click the big button) then there are no clear escape routes from this later on in the process: e.g on this page there could be a 'if your problem is with bus service from this stop then select the service from the list below' http://www.fixmytransport.com/problems/new?location_id=19366&location_type=Stop and the page could have the same list added as here: http://www.fixmytransport.com/stops/romsey-town-cambridge/romsey-terrace-near

Thanks - this is a good suggested fix for a problem that @MyfanwyNixon has raised before with issue #421. I'll try to find time to do this or something similar - it shouldn't be very much work.
