Allow Admins to send emails to email addresses that are not marked other #755

It would be nice to redirect messages to email addresses that are not marked other for councils.

For example, I would like to redirect a message to Edinburgh Bus Stations email address but I cannot unless I replace the other email address for the council with the bus stations email address temporarily.
