Evaluate Github projects as a replacement for Trello for design team sprint planning

• Eliminate double keying
• Reduce dependency on multiple tools
• Single source of truth for mySociety design work

Github project doesn't support time estimations, so we'd have to use labels for this, such as designDays:2 (https://github.com/mysociety/sysadmin/labels/designDays%3A0.5). This would put these labels on everyone's repos.

We seem to lose our team-based overview (Better Cities, Democracy etc), which github doesn't know about, which ties into our time allocation. The knock-on effect is that it makes it a bit harder for team leaders to see the state of their budgets
