Make StandupBot use UTF-8 encoding #59

I've added this for now to the deployed crontab - @jacksonj04 I'll take this one, too.

As suggested, this now suggests setting PYTHONIOENCODING globally in the crontab file, sets a BOT_PATH variable to reduce repetition in the task lines and makes this explicitly an example file as this is now deployed by Puppet.
