This script creates the new unitaries of Cumberland, Westmorland and Furness, North Yorkshire, and Somerset, for when they come into existence on 1st April 2023. It raises the generation on all other areas apart from the counties and districts that will cease to exist at the same time. It generalises slightly the shared code for making these structural changes but subclasses the actual creation function as the way it works this year is you require the boundaries manually provided by Ordnance Survey, attached to this ticket (I should put them on our OS cache).
