Create a custom Jekyll theme based on mySociety design standards #2

Initially just extracting the theme related bits from https://github.com/mysociety/fixmystreet/tree/gh-pages and changing the colour, logo and menu items should be sufficient for the mysociety.github.io site. In time it might be nice to create an easier to reuse base theme, but I don't think that is needed now.
