[ZA][WiP] Investigate message bounces #2377

We've been seeing quite a few email addresses returning bounces from the PA/WiP integration. Quite a few of these are from @parliament.org.za addresses, which seems slightly surprising. I've had a brief look to see if we can see the bounce text, but couldn't see anything obvious. The code for handling incoming emails and tracking bounces in WiP is quite convoluted and I got a bit lost trying to follow it previously.

This is the text of the bounce emails we've been receiving:

Hello there:

We are writing to you because there has been a bounce with the contact [REDACTED]@parliament.gov.za for Beatrice Thembekile Ngcobo in your writeit instance.
It has been marked as a bounce, so no more messages to that contact.
Please review it.

We should investigate whether these are legitimate bounces (and therefore we need to ask PMG to find out what the updated email addresses are for these people) or whether there's a problem with message deliveries (in which case we need to figure out why and then fix that).
