Add SayIt to Pombola #699

[x] Upgrade Pombola to Django 1.4 (#676)
[x] Add SayIt as a Django app within Pombola
[x] Add any things necessary to Sayit to maintain Hansard app functionality (main one being search q.v. mysociety/sayit#66)
[x] Make all necessary tweaks to SayIt to have the above work properly/nicely

Note that for now embedding sayit as is, though really the instance parts of the app/models should be factored out of the speeches app and the join between speeches+instances done only in the sayit project - it's not necessary for embedding within another project.

It is embedded and working, any issues can be raised as new tickets.
