Keeping layouts and styles in sync #12

The README states

The templates in _layouts and the majority of the styles in assets/sass/ should be kept in sync with other poplus.org projects like https://github.com/mysociety/writeit.poplus.org and https://github.com/mysociety/mapit.poplus.org

It would be good if there was an automated way to do this, git-subtree(1) has been suggested as a possible solution.

I believe @zarino has come up with a solution for this using git submodules in https://github.com/mysociety/mapit.poplus.org. Would be good to get that working in this repository (and others).
