Area Management #409

For parliamentary monitoring organizations, we use electoral area ids and labels for almost hundreds of posts (222 MPs and 578 state representatives). This will also go into thousands of local council areas for each state.

It would be good to be able to manage and autocomplete/autofill these fields if possible to keep data integrity.

This will probably depend on https://github.com/mysociety/popit-api/issues/54 so if you add MapIt as an area lookup backend, the mapit plugin will deal with returning results for autocompletion.
