Don't redirect the homepage for popit #808

It's confusing and masks the real problem, which is that the homepage doesn't have proper signposting to documentation and help. Hopefully by removing the redirect we can see what the real problem with the homepage is(/was?) and fix that instead.

This redirect was originally introduced in https://github.com/mysociety/popit/commit/2b777e24fbd9188b192022c09105f6213cdcd7ad. There are two reasons for the redirect given in the commit message:

[ ] "does a decent job of explaining what PopIt is" - perhaps we just need to link to the docs in the first paragraph?
[x] "has links to create a new instance" - there is now a link to create an instance on the homepage, so this is done.

Looks lovely. I wonder if the link to the documentation at http://popit.poplus.org/docs/ should be more prominent, somehow, though?

@mhl Have opened an issue RE: your comments here - https://github.com/mysociety/popit/issues/830.

As @wrightmartin mentioned in IRC we can take an incremental approach to the homepage, so I'm going to close this pull request in favour of https://github.com/mysociety/popit/pull/829, get that one merged, then we can improve on it later.
