Handle errors with badly formed data gracefully #845

If data is in an unexpected format PopIt should fail with a user-friendly error, rather than 500ing as it currently does (https://github.com/mysociety/popit/issues/844).

This is happening again for us, for organizations, a traceback on the page would be helpful to point to the problematic data.
