Flag studies which need attention #120

This adds some methods to tell if a particular study "needs attention" and updates the study dashboard and study pages to display that if so.

@zarino - I've used bootstrap's built in badges and icons at the moment, but you might want to take a look at the screenshots and see if there's anything more you'd like to do with this?

@stevenday – ok as a first pass – I've added badges to the list of UI fixes for me to sweep through later this sprint.
