Issues with backward progression #133

Once a project has been marked as in delivery it causes problems if it's then marked as in protocol & erb.

create a study mark it as in delivery and save mark it as in protocol and ERB and save

The only issue I can see is that things like the text saying "delivery has ended" aren't totally accurate any more. Is this actually a problem that will happen in reality @kimmwest?

From discussion on the call, it's possible that a study might go back to ERB if it's expired, so we need to consider that case that very least.
