Update ERB status when PI marks project as in delivery #134

Steps taken:

create new study mark study as in protocol and ERB go to study page mark study as in delivery

expected: study admin page should show ERB as approved actual: study admin page shows ERB as before

@kimmwest - can we definitely assume here that if the PI is marking a study as being in delivery that they're saying the ERB has been approved? (I can make it set that automatically if so, but I didn't want to presume and hence left it manual for now).

From discussion on the call, one point that seems clear is that the PI shouldn't be able to progress a study to delivery until the main ERB has been passed (by someone else). Whether they can automatically set the local erb through this process is point to be decided by MSF.
