Add ERB expiry date when marking a project as moving to delivery as a PI. #135

I didn't do this automatically because I didn't want to second guess the expiry date and then cause alerts later about false information. @kimmwest - can we always assume that erb will expire 12 months after it's given (or some other fixed timeframe), or is it variable?
