/speakers page should have way of differentiating different kinds of speakers #253

For example a heading/section for 'judges', 'witnesses', 'the accused' etc.

I'm not sure Popolo data (if sayit used that) has a category of person, it might be worth raising as an issue there to see if it would be generically useful.

Rather than adding a single category for the person object, it might make sense to be able to add tags that could be fairly flexible. City Council might have at-large but also have tags for committee membership and so on.

A person's role in an activity is a property of their participation in that activity; it is not a property of the person. An MP speaking in the House is not the same as an MP testifying at an inquiry or providing evidence to a committee. For SayIt, I believe AkomaNtoso uses as on the speech element to describe a person's role.

@rcheetham at-large, etc. is a property of a person's membership in an organization, and Popolo already has properties for expressing those facts.
