What do you want these buttons to do? Take the timestamp and other details from the speech they're starting from?

This is presumably only relevant to speeches within a section?
The only simple case is to create a new speech at the end of the section.
(creating a new speech before the end will need some new ordering principle: at the moment we have Timestamp and database ID. We don't have a way of ordering 2 speeches with same timestamp, and obviously can't change database ID)

For the motivating use-case I'm working with, "Add speech to the end of this section" seems pretty useful to me as a UX flow, so I will work on this case first!

New ordering is #46. Adding new speech directly after current speech you're adding is #55. This ticket feels more niche. "Add speech at end of section" is basically already covered by the "Add a new speech" action on a Section detail page, which will do precisely that in the absence of timestamps.

OK, agreed. This ticket probably relies on schema changes required for #46.
